Jauad El Kharraz is a Senior Associate Mediterranean Programme at ECCO. 

Jauad is a senior expert in energy, water and climate policy, with a career spanning over 25 years that has led him to work in numerous areas of sustainability. From 2021 to 2024, he served as an Executive Director at the Regional Center for Renewable Energy and Energy Efficiency (RCREEE). His expertise ranges from energy policies to wind and solar technologies to green hydrogen. He also has extensive experience in water resource management, desalination, the water-energy-food nexus, climate change and environmental issues. Prior to joining RCREEE, Jauad worked as a senior consultant for prestigious institutions and programmes and was the Director of Research at the Middle East Desalination Research Center in Oman from 2015 to 2020. He has worked as an expert, consultant and evaluator for several international organisations, including the European Commission, UN-ESCWA, PRIMA Foundation and EU-GCC Clean Energy Technology Network. He is currently a board member of the European Desalination Society and participates in the AgreeMed and WEFE4Med Nexus projects. He is also a member of the International Desalination Association, Mediterranean Water Institute, Oman Energy Majlis, and Oman Water Society. 

His career in sustainability began in 1998 as a Researcher at the Global Change Unit of the University of Valencia. Subsequently, he was a Project Manager for the Euro-Mediterranean Water Information System in France, from 2004 to 2015. During these years, he coordinated and contributed to several major international projects funded with millions of euros, such as FP5-FP7, H2020, ENPI CBC Med, INCO MED, INCO NGOs, SMAP, LIFE, and PRIMA. He has managed projects funded by national and international donors, including GIZ, SIDA, IsDB, TRC/Oman and USAID, also working with several private companies. 

Jauad has edited and participated in the development of numerous scientific papers, policy briefs, training and mentorship activities, conferences, and award ceremonies, participating in major events such as the World Economic Forum, World Water Forum, World Science Forum, Abu Dhabi Sustainability Week, MENA Europe Future Energy Dialogue, World Hydrogen Summit, and the COP26 and COP27 Climate Conferences, in over 60 countries. 

A Moroccan and French citizen, Jauad studied at Abdelmalek Essaadi University and holds a Master’s degree and PhD in Physics from the University of Valencia, Spain. He also holds a diploma in Business Management and Strategy from SKEMA Business School in France.
