Caterina Molinari is a Policy Advisor – Finance at ECCO. 

Prior to this role, she worked as a lawyer in the energy law departments of international law firms in Milan and Paris. Her practice focused on project finance for energy transition and decarbonisation initiatives, advising clients on innovative projects across Italy, France, and North and West Africa. 

Caterina holds a law degree from the University of Florence, where she graduated with a thesis in public international law titled “Sources and remedies in international law to face a climate emergency”. She also completed a Master’s 1 and Master’s 2 in International, European, and Comparative Law at Université Paris I Panthéon-Sorbonne, and specialised with an LL.M. in Environmental Law from Boston College – Law School. 

During her training as a lawyer, Caterina joined the Climate and Energy team at the Center for International Environmental Law (CIEL) in Geneva. There, she worked on international policies related to climate justice and human rights.

Learnings from the Italian NRRP to inform the next MFF

In this paper, we have assessed how the NRRP is being implemented and its current contribution to the achievement of climate objectives, four years after its adoption. To determine its progress, we have selected and examined a number of climate flagship measures within it, two reforms and four investments relevant to the climate and the energy transition. Based on the findings from our analysis, we have prepared policy recommendations that can inform discussions around the next Multiannual Financial Framework for the 2028-2034 period.
